In Alpha 4.3.1 LIVE it seems like the hangar reset is still gltiched and can be stuck on different light combinations. Please contribute to the issue council report if you are seeing the same issue #STARC-177237. I found the hangar to be working on a US Shard as of 9/13 in 4.3 LIVE and updated the timer accordingly. This is likely not accurate for 4.3.1. Apologies I will fix the timer when possible.
